Do you Support W-2 File in EFW2 Format for Ohio Municipal Income Tax Reporting

We are looking for W2 E-Filing software that supports OHIO EFW2 Reporting for Municipal Income Tax. We need to report to Massillon, Bedford and Canfield.

We also received these notes from the city:

Before submitting your file to the municipality, ask yourself these questions:

  1. Does an RS record follow every RW record?
  2. Is there a “C” in position 308 for each RS record?
  3. Does your file have all additional required records? (RA, RE, RT, RF).
  4. We expect to receive an RS record for each withholding city per employee per employer. Additionally, we expect to receive the local wages (positions 309-319) and local withholding amounts (positions 320-330) specific to each RS record.
  5. Test your file compatibility with the municipalities’ software.

We verified that the steps below work by using our W2 Mate software, if your municipality utilizes a system called Municipal Income Tax Solutions (MITS) for the administration of income tax collections.
 
Step # 1:
 
Under the Company General Information tab inside W2 Mate, make sure to enter "OH" for the State field and enter the "Employer State ID".
 
Step # 2:
 
Very Important: On the W2 Forms make sure box 15 state and state ID are populated properly. 
 
To be sure, please use the "Update Box 15" feature inside W2 Mate (select "Tools > Update Box 15 for Multiple Employees" from the top menu inside W2 Mate). Select "OH" under "New State" and enter your Ohio employer state ID under "New Employer State ID number". Hit the "Select All" button to select all employees. Hit the OK button to apply your changes. 
 
Please make sure to do this step even if you think Box 15 is populated properly on the W2 Forms.
 
Step # 3: 
 
Now we need to check the local tax boxes. 
 
For each employee make sure W2 Boxes 18, 19 and 20 are populated. Box 20 must have the city name. Under Local Tax Type make sure to select “City”. If you do change the boxes for an employee make sure to hit the “Save” button.
 
Step # 4: 
 
From the top menu inside W2 Mate select “E-Filing > W2 Forms”.
 
Step # 5:
 
In the e-File W2 Forms dialog you select "STATE" under "Federal or State" and select GENERIC as the State in the drop down box field.
 
Step # 6:
 
Double check the Output File Name and then hit the OK button. 
 
Now W2 Mate will create the W2 e-File and show you the output location.
 
Step # 7:
 
Now you need to upload the file generated by W2 Mate to the municipality website or send it to them by mail (on a CD).
