Can I electronically submit a file if some records are missing the SSN?

Hi,
 
I bought W2 Mate again this year (good product). My question is twofold:
 
1) Can I import records if there is no Taxpayer ID (SSN), and
 
2) Can I electronically submit a file if some records are missing the SSN?
 
We had a few cases where we did not have the SSN and could not get it, so we did backup withholding.

Hello Lance,
 
1. No, W2 Mate will not accept recipients with missing TIN (SSN or EIN) and this is mainly for your protection. If you still want to import these recipients with missing SSN, you can use a dummy SSN for all of them (the same one) and then do the import. This way you can easily locate these recipients in our W2 1099 system.
 
2. No you can’t generate an electronic submission file with missing SSN fields, and even if our software allows for that the resulting file with be rejected by the IRS.
